This has been a question which dates back to the times of old. Back in the late 60's early 70's when I was running MFT and MVT, it was the question most on people's minds. Back in those days, it was because when an I/O interrupt occurred some of the time of processing that interrupt (no matter which JOB, STC, or TSO user it was for) got charged to the program which was using the CPU at that very moment of the interrupt. I think some of that most definitely has been cleaned up since those ancient days.
