Hi Tommy,
Firstly, after a FREEZE the status of the secondary devices would be
SUSPEND(5). You are seeing a residual state of DUPLEX. A CQUERY on
the secondary device would show the true state. DEVSERV PATH would
show a status of PSEC-SUSP.

The correct steps after a FREEZE would be
1. Establish paths
2. CESTPAIR with MODE(RESYNC)

If you RECOVER the secondary volumes to SIMPLEX you need to do a
full copy via MODE(COPY).

The time to use FAILBACK is when there has been a FAILOVER to the
site 2 disk, for example via HyperSwap (with SUSPEND). In this case
the status of the secondary devices displayed by devserv path would
be PPRI-SUSP and FAILBACK rather than MODE(RESYNC) would be used to
resynchronize the changed tracks.
