Did you try <ATTN> or <PA1>?

Instead of RESET? RESET seems to be the only thing that has any
effect while the keyboard is locked. (I realize this is getting
into terminal emulator idiosyncrasies and VTAMicity.) In any case,
don't you believe that whatever works instead of PF12, whether
RESET, PA1, ATTN, ... should be the thing that appears in the
popup legend, and if the operation can't be cancelled, the legend
should omit the misleading entry?

RESET is just a local 3270 key. It sends no message to the host nor can it effect the state of a half-duplex SNA LU2 session. It simply unlocks the keyboard if it is locked.

When working with an LU2 SNA session, the only key that can "break" is ATTN. With LU0 sessions, other AID-generating keys can be pressed -- and the message will be sent to the host -- but only if the keyboard is unlocked. Thus, the pressing of RESET may be required. TSO/E traditionally understands <PA1> as a "break" key.
