Since there are rarely brand new installations now, "installing z/OS" probably means "installing a new release of z/OS". That means finding all stuff (not just just mods and USERMODs) that might possibly be release-dependant. That alone can be a big subtask. Having a good set of IVRs can reduce the work a lot, but I would still expect a good system programmer to not attempt to do it "with no help" unless there is no other help available.
