Do you happen to have a TCDB as well (VTS)?  I ran into a similar problem at DR 
and it turned out we had to EXPORT DISCONNECT the TCDB for the VTS.  Then 
everything was good.  Since we did not have a VTS in our DR contract, we needed 
to remove it from our DR environment at the hot site.
