Because for a batch job the address space holds both the Initiator and the

Doesn't the description of CIBCTR mention what happens when your CIB count
hits the limit? If not, consider sending an RCF.
I must confess that I learned how to set up for MODIFY so far back that I
only look at the documentation to see whether anything has changed; I
really haven't paid attention to how complete it is for decades. I would
certainly consider it a significant omission if it doesn't mention the
task busy message.
