I did this with IEFUJI, as it prevents users from changing the jobclass after it has been submitted. I used RACROUTE for CLASS=FACILITY and ENTITY JOBNAME.x. If there is no profile for this class x then the job is allowed. If you build a profile then you must permit the user or group to the profile. Drop me a note if you want the source.
