I am not enthused about changing JCL even if its as easy as inserting a one-line step with PGM=CLEANUP. I worked with a product many years ago that competed against DFHSM that was "smart" enough to know that the dataset being recalled had disposition (MOD,DELETE). It simply did the right thing and deleted the migrated dataset. I would really like a seemingly simple HSM enhancement to do the same thing. That way there is no need to change JCL.
