I'll buy the second one ...
That functionality (or lack thereof) had been my pet peeve for years. If you
search the history files of IBM-Main, you'll probably find a few rants of my
own to that subject.
I gave up harping on it, when I found out that a piece of vendor software
available at my last shop, ProSMS (previously also known as STOP-X37), had
an optional function which was able to intercept and eliminate all those
needless (MOD,DELETE) - file recalls. Once enabled, this function saved
countless hours waiting for operators to mount ML2 tapes, not to mention
wear and tear on the operators' sneakers.

I am not enthused about changing JCL even if its as easy as inserting a
one-line step with PGM=CLEANUP. I worked with a product many years ago that
competed against DFHSM that was "smart" enough to know that the dataset
being recalled had disposition (MOD,DELETE). It simply did the right thing
and deleted the migrated dataset.  I would really like a seemingly simple
HSM enhancement to do the same thing. That way there is no need to change
JCL. 

The first beer is on me for that feature.
