I/O, yes.
CPU, no.

I disagree. Software CPU optimization is an area of intense focus right now. Compilers, in general, are able to optimize more effectively now than at any other time in history. And, for our platform in particular, the compiler writers have evolved processor pipeline optimization to an art form. The rules keep changing. And, they keep adapting; squeezing every last bit of performance possible out of the machine!
