I.e. if your machine is "maxed out", it doesn't help to have a programmer trying to "get ahead" by using TSO instead of batch for what is, in my opinion, a batch process. In fact, I regard it as selfish (which is normal for 99.9% of humanity when resources are scarce). I agree that the cure is to get enough resource that people aren't forced to try to "cheat the system". On the other hand, I've been places where there was enough CPU resource during the day to do compiles in a timely manner. But, thanks to a "costing" system, it was cheaper to run batch at night. So programming management declared that "most" compiles should be run over night. At the same time, they pushed to "get the work done!" Also, TSO was not properly accounted for. So programmers would "cheat" by doing TSO compiles.
