IIRC the durations are cumulative (and inclusive).
e.g. Per 1 dur 1000
per 2 dur 10000 (includes the previous 1000)
per 3 (unending)
IOW, PER 1 (and associated characteristics will last for the 1st 1000
SU's
PER 2 (and associated characteristics will last for the next 9000
SU's
