Mike, A DB2 upgrade consists of 2 steps. The first step is an SMP/E receive apply accept etc. This can (and IMHO should) be done by the z/OS systems group. The second step involves running a DB2 install process. This process can be used to either 1 - install a new subsystem Or 2 - upgrade an existing subsystem.
I would strongly recommend having a DB2 person handle this, preferably one with more than application DBA experience. As for how long it would take, that depends on a number of variables, specific to the subsystems involved.
