According to the manual, you are correct:
 
£   Each PDS or PDSE must be on one direct-access volume. However, you can  
    concatenate multiple input data sets that are on the same or different  
    volumes.

Could be.  IMO, LNKLST data sets should be allocated without constraint
relief so that they will not need to go to another extent.

What does LISTCAT show?
