We have found the enemy and it was me. According to IBM it was the Dynamic 
volume count causing the problem.
Something that they have seen before so at least I'm not alone.

    concatenate multiple input data sets that are on the same or different

Could be.  IMO, LNKLST data sets should be allocated without constraint
relief so that they will not need to go to another extent.

What does LISTCAT show?
