IIRC, EXPAND was introduced in z/OS 1.6 (or 1.7). It only works when the cursor is on a scrollable field. Scrollable fields are a fairly new feature, and very uncommon except in products like File Manager DB2. ISPF option 3.16 (Table edit) has a few.
