Not always, and not in this case. Trying to call a missing SVC gives you
an Fxx, but IBM has also assigned some other failure modes to Fxx codes.

No, it indicates SVC 19, which is OPEN. IBM software normally displays
system ABEND codes in hexadecimal. The presence of the "F" should have
tipped you off that it was hex.
