Jack,

I just had a crazy thought that might help. In the ftp default
parameters, set the desired STORCLAS. To prevent the user from changing
it, you'd need to implement the ftp FTCHKCMD exit to disallow setting it
to some other value. Another possibility, along the same lines, is to
set the DATACLAS in the ftp parameters. Test for that value in your SMS
routines.

These are not 100%, but might be generally effective.
