FWIW, I pretty much agree with you. I'm not terribly comfortable with the "Let it fail" philosophy, though; I would feel obligated to try to save the company/agency some pain if I could do it simply by pointing out some potential red flags.
To address the OP, I would think the risks of not doing the 1.9 migration are nearly non-existent. The risks of not having support, though, are a bit higher. We are small shop, but there have been times when having access to IBMLink (when it worked) saved us from much pain. It might be a difficult time and a humbling experience for some, but in the end the original system will be vindicated. However, I suspect that the real concern is that it might actually work.
