What's the criteria? If job class is, then why not just set the inits? I know you've thought of that, just wondering why that wasn't usable for you.
I think you can also set the sysaff by system. That is, a job submitted on sy1 runs there unless explicitly routed elsewhere. We use that, but we don't need any enforcement. In our case, everything is routed to sy1 unless explicitly routed to sy2. Note that if the job class and sysaff conflict, the job will just sit there.
