The production control problem is a management issue, not a technical
one. The ability to change inits is controllable. 

You have final control of the JCL in your exit. You should be able to
force a class.

We do have the inits set. However, on rare occassion, they get messed up
when Production Control changes one on the wrong system.

I do this myself. But it is a JCL change and under the user's control.

The WLM scheduling environment idea looks nice.
