For as long as I can remember, you were able to point to a common DSCB,
via DCB=dsname, and get by without a pattern DSCB. And I've been playing
with them since 1967.

I don't think this was ever a requirement.
You needed to allocate a "PATTERN DSCB" with the GDG base name
(everything but the GnnnnV00).
This had to be on the same volume as the catalog the GDG was in. This
was used to get the default DCB info.
It could be avoided by specifying the DSCB keyword in the DD card that
created the GDS. There may have been a time when you couldn't specify
the DSCB keyword and had to have a pattern DSCB, but I don't know.
The pattern or model DSCB could be specified via the DCB=dsname
parameter.
This avoided having to allocate a GDG base name for every file.
