Maybe there is fragmentation on the secondaries? When your allocation goes to secondary volumes, only the secondary extent is used. The primary is NOT remembered. The primary could be broken up depending on the fragmentation of the volume. 16 extents is on a per volume basis. So, in theory, your dataset could be in 16 extents times 59 DASD volumes.
