The issue is real/fixed storage below 16MB. The more work that fixes 24-bit I/O areas, the more CPs you have available for dispatching work (this thread is about moving LCCAs and PCCAs), the more address spaces that need ASCBs and other control blocks in SQA, etc. the more constraint relief you need.
