In my experience (not that I'm much more than a tourist), I've seen staffing levels more as a function of how many systems, subsystems, etc., and how disparate they are. More z/OS LPARs does not necessarily mean more z/OS SysProgs, if the images are tied together in a Sysplex, or at least common enough to make software rollouts somewhat "textbook". More variation means more time to handle each system, which eventually adds up to more staff (unless you're OK with high turnover). Same goes for DB2, IMS, CICS, etc.
"Benchmarks" provided by Gartner and the like, don't tell the whole story, because every shop and workload is unique.
