When you miss your production window are the test LPARS hogging the
system, or is one company's set of LPARs interfering with the other
company's set.  If so you might want to analyze the LPAR weights and
adjust them.  Also, as Norman say you should analyze the WLM goals and
importance levels before considering capping.  Then if you still feel
you need capping I wouldn't cap all the LPARs, maybe just the test
LPARs.  We are softcapped in my shop, but that is to keep software costs
down, and IMHO that would be the only reason to consider softcapping.
So I would consider the following steps.

1.  Analyze and adjust the LPAR weights.
2.  Analyze and adjust the WLM goals and importance levels.
3.  Consider resource groups.
4.  Hard cap the test LPARs only if all else fails.
