how is the MSGIFAC= in member DSIDMNK in the DSIPARM ?
MSGIFAC must be set to SYSTEM when Netview runs under z/OS 1.8 and up, due to
the console restructure.
I had the same issue starting Netview 1.4 under z/OS 1.9.
Give it a try.
