I was surprised not to see strong disagreement with this. The time of the refresh is not important. The amount of processing done by the refresh is not important. The time necessary to repopulate the cache of frequently-used modules can be very important. LLA refresh gets rid of all cached modules. Thus any use of those modules will (until re-cached) have to fetch from DASD. Depending on your system, this can be very noticeable.
