I use the LibraryCenter for my version of z/OS available from <http://www-03.ibm.com/systems/z/os/zos/bkserv/>. If you click on your version of z/OS you get a two-pane browser window with a Java applet running in the left pane that acts as an index or table of contents. The most current COBOL, PL/I, CICS, DB2, et. al. manuals are available from there.
