If that were true, then how does indirect cataloging succeed?  The vast
majority of our linklisted datasets are indirectly cataloged, with
copies residing on "primary", "alternate" and "maintenance" SYSRES sets.
Which set to IPL is specified in IEASYMxx, and which IEASYMxx to use is
in the IPL loadparm.
