I didn't have to IPL, but waaaaaaaaaay back in the 2.7 days IIRC, (way, heh), 
I once (well more than once but that is another story) FORCEd a userid off 
that had a PDSE latch.

This left an open TCB in the Master address space and the user could not 
logon to TSO again.

In talking to level 2 support, they gave me a program called CALLRTM, in which 
I put the TCB address in and the master address space ASID number.  When 
assembled and ran, it would cancel the TCB.  The user then could logon again.

Back then PDSE latches were somewhat "difficult".  Nowadays, if you just 
cancel a user with a latch, which does not happen very often anymore, the 
user goes bye bye along with the latch.  Things must be talking amongst the 
components now.
