This seems to come up every few months, you can migrate directly from 1.6 to 1.9 or 1.10, there are no problems with the migration. Especially not on your 890. You won't require a special driving system to migrate from 1.6.
I have performed over 20 migrations in just the past year from as far back as OS/390 (and even MVS/XA and MVS/SP, but they were a little difficult) to z/OS 1.9 and 1.10, and while there are some things I have learned that make it quite quick for me to complete the migration, there is nothing involved that should cause you any real problems. If you have specific questions on your specific product mix, contact me offline and I can go over with you the best plan of attack. Most issues are with rewriting the JES and SMF exits, but since you are only migrating from 1.6, you should only have to concern yourself with a couple possible JES exits issues, the other exits probably only require minor tweaks.
