It is government. They are working with salary scales and bands. The salaries are adjusted according to law, inflation, etc. by percentage yearly. Example: Scale A - $100 to $200 for juniors. Scale B - $1000 to $2000 for seniors. Scale C - etc... Next year you adjust for inflation by say 5%. You calculate it.
