Nevada's Department of IT doesn't do the background check until after a
person has been offered the job, and it costs around $50.

there is nothing odd about any of this.
NYC makes quite a bit of money charging to take civil service exams for
which there may not be a job opportunity for as much as 4 years, if any.
And potential applicants who are finally chosen have to pay for the
investigation which can take up to 3 months before they can be hired.
And union contract percentages usually dictate the salary for each title
and level so these are calculated to the penny - some rip off shopping
channels like QVC also charge to the penney for their junk.

Not all that uncommon, especially for government entities (gotta account
for "every penny").

What I found somewhat odd is the requirement that the successful
applicant has to pay for the mandatory criminal background check and
fingerprinting.
