Nevada's Department of IT doesn't do the background check until after a person has been offered the job, and it costs around $50.

NYC makes quite a bit of money charging to take civil service exams for which there may not be a job opportunity for as much as 4 years, if any. And potential applicants who are finally chosen have to pay for the investigation which can take up to 3 months before they can be hired.
