What you need (from the top of my head) in both sites:
An Lpar
Storage in the Lpar
CPU power for the Lpar
Dasd for the Lpar (sysres and data)
Data separation and procedures to guarantee this (watch out aliens like
VM)
Consoles
Connectivity

We are still implementing GDPS, but until now the Lpars consume about 1%
of the machine.
