I would assume so. We only run three production CICS AOR type regions (OK, we're small). Each region is dedicated to a specific set of applications. All of the regions are MRO'ed together. But, basically, if you're running a "new business" application, you are in one region. If you are running a "claims" application, then you're in another region. We do not use a TOR with multiple AORs running "dynamic transaction routing" (DTR) where multiple CICS regions can all run the same set of transactions.
