In case FTP or IND$FILE is not available , you might look into using SFTP along with IBM's Ported Tools OpenSSH for z/OS. We offer a free enhanced version of SFTP that is compatible with your favorite SFTP client, including the very slick (free) WinSCP. It fully supports MVS datasets, including partitioned datasets.
