With the z9 EC, IBM used what they called "hybrid cooling." The z9-109 Redbook says " The z9-109 server uses refrigeration cooling for the MCMs in the books. Everything else is air-cooled." The Redbook for the z10 EC says the CEC cage "contains up to four books, each with two insulated refrigeration lines to an MRU" (modular refrigeration unit). Since IBM has already gone way beyond water cooling with its use of refrigeration, I would have real doubts about the effectiveness of mere water cooling.
