As far as I know, TLS/SSL FTP or SSH FTP is current state of the art for data movement over untrusted networks.
If that's not acceptable, then I suppose your next step is a trusted network. FTP is not a product; it is a protocol. You'll need to acquire software for non Z/os platforms.
