How many files do you guys have in /etc? I usually copy all new files over to 
my customized /etc HFS, use IEBIBALL to spot changes in the few customized 
files we have, and that's it.

All the files that can be moved out of  /etc like IHS config end envars, have 
been moved in order to cut down the work of going to a new release. All new 
parameters are usually shipped with a sensible default, that allows the old 
config files to be used.

/var just get's ignored. Are there any shipped files here anyway?
