Mmmmm - localtime is a handy reference. Still leaves the small matter of tzdata which must be kept up to date depending on the vagaries of various world-wide intellectual light-weights that happen to have fallen into positions of influence in their own little ponds. Despite Pauls protestations, even the (pure ????) *nix world is somewhat subject to the limitations of bureaucratic stupidity.
