The problem here is the OP is coming from a ROSCOE environment which has a "control mentality."
The TSO world can have that level of control, but to what end? Having worked in and with ROSCOE, WYLBUR, TSO, etc. and having done migrations between different environments (Univac, Honeywell, S/x, etc.) I have learned to deal with the thinking of the groups. Eventually, the corporate climate changes to match the new environment and a equilibrium is reached.
