If users can't get to the READY prompt and therefore can't do this for themselves, it means a lot of time will be wasted, both for the users and for whoever it is they have to call to do the deleting and renaming for them. I've worked at places that have very tight security restrictions (such as banks and governments) but I've never seen anyone block users from getting to the READY prompt. To me this seems overly restrictive and perhaps might cause more problems than it solves.
