We looked into it, at a previous shop, and tried to do it with other automation 
(OPS/MVS).
At the time, the product wasn't mature enough (timing issues), so we had to 
come up with another approach.
The answer was two-fold, and almost blatently obvious:
1. Production ENQ conflicts are usually scheduling issues -- fix the schedule.
2. For those you can't fix, increase the number of initiators.

We did both, and while the ones that we couldn't fix didn't go away, they 
didn't impact us, except for a little more storage use.
