Yes, when HSM can't do the recall, a TSO DEL or HDEL of a migrated data fails. However, a batch IDCAMS DEL will work. In my case, the MCDS record was missing, so even though HSM was up the recall was not going to complete. As best I can tell, a TSO DEL requires that the recall complete.
