Wow... I added TIMEOUT 720 and finally got:

I sure don't understand everything but I won't forget this. Like Hal suggested,
I kind of thought a firewall or some other gadget was getting in the way. Our
main network guy told me there was no difference going to my PC or the
mainframe - not that I *believed* him, but that's what he said :)
I know network throughput can vary some, but on my earlier failed attempts
there were jobs that ran much longer and still failed to complete. I got
transfer rates varying from 20 to 226 Kb/s. The only thing I was changing
between attempts was different timers and intervals. Sheesh!
I'll be able to get some more experience because there are several more
products that need to be upgraded before we upgrade the OS. Thanks to everyone
who helped on this issue. Much appreciated.
