Your use of Markfull explains why you have volumes that you can't use although 
they are 99% empty. Reuse would make more sense. But that's just my opinion.
Why not open an ETR with IBM and get a definitive answer?

Sorry Dave, I should have made clear that the Spill volumes are DASD volumes as 
well, so MARKFULL, recycle etc doesn't apply (I'm not using any tapes at all, 
everything's DASD).

What parameter did you use - Markfull or Reuse? If for some reason you feel you 
need to use Markfull, then you need to recycle on a regular basis to avoid 
running out of available output volumes.
