You have to keep in mind that a usercatalog is basically a KSDS. When you delete records, there are keys associated with them. If new keys you add do not collate properly, then VSAM will add them to freespace at the end. A REORG would reclaim this space. There are a few products on the market that would allow you to do this without any downtime, T-REX from Dino-Software being one of them. However, if you have a maintenance window, you could use IDCAMS EXPORT and IMPORT.
