With regards to "Is there detailed documentation, which indicates the
PARAMETERS not supported by IEBEDIT utility ?
IF i have that information, it would serve as a good input to proceed

I suspect that there may not be such a list. The most modern statement which
IEBEDIT supports seems to be JCLLIB. I have tried to remember when INCLUDE
and SET were introduced in relation to JCLLIB as that might be a path for
identifying any other omissions.

Experimentation shows that INCLUDE and SET do not get process with
TYPE=INCLUDE or EXCLUDE, but comments do.

A possible compromise might be to have the INCLUDE and SET statements in the
IEBEDIT input but as comment lines, and process the resultant extract on
SYSUT2 with a REXX routine to convert the comments to JCL by removing the
'*' plus any other indicator chosen as a marker.

This means the bulk of the functionality is still provided by IEBEDIT
reducing the development effort required to resolve the issue.
