You don't *have to* logon to sa/390 (or rather, the SA Netview) to stop and
start address spaces under SA control. You just have to know the commands and
the automation netview prefix.

Main commands to use in case of 'shutdown outside automation' are setstate and
ingreq, both prefixed by the SA Netview command prefix.

Setstate is used to get an address space back under SA control (in order to
start something, the state has to be autodown). In order to stop something, you
need to use the ingreq command. And of course, all other things apply (like no
outstanding votes - ingvote command), and a state that automation recognizes.

Our operating basically never logs on to use the panels, they use the commands.
